Too loose around hips and comes down low on the chest. Ordered XS and bikini fit fine,so not sure why the fit is off.
It sounds like she's tall and thin. Bikinis generally can fit better as height is not as much an issue as it is for a One-Piece. The looseness around the hips just depends on body type; what's loose on one girl, can fit perfectly on another girl.
